This is a quote from Mahatma Gandhi, one of the main people behind the Indian Independence Movement. He supported nonviolence and helped India gain freedom from the British.

In this quote, Gandhi says to not enforce violence or means of fighting people physically in order to combat your problems, but instead to use peace and tactically solve them. He is saying that violence is not the only way to change the world, but you can use peace and smartness to change it too.
